What would you like to be added

BorderLayerRenderer should be possible to remove. Instead, we should override OnDraw and draw directly to the canvas

It's better if this can wait until #18208 is merged first. FYI @ramezgerges as it may be interesting to you. It's too similar to the work you've done on Skia
