Current state:
A cluster partner adopts a cluster activity indicator into its project. However, the partner cannot adopt the same cluster activity indicator in to more that one of its projects.

Target state:
A cluster partner is able to adopt the same indicator into multiple projects.

This used to be possible, but got somewhere along the development of the dual reporting functionality.

We need to think about a solution to this.

This is not possible at all due to dual reporting functionality we added between IP and Cluster.

Without restricting upon 1 project to associate for the adopted partner activity, we would end up creating multiple Partner Activity instances from 1 Cluster Activity for 1 Partner.

This will become problematic in dual reporting perspective, since the system will not be able to tell which indicator report among multiple partner activity instances from same partner to perform dual reporting data process.
