Issue with Trunk CLI 1.22.9 with TFLint

A user reported an issue after upgrading from Trunk CLI 1.22.3 to 1.22.9, specifically related to tflint. After the upgrade, they started seeing notices that don’t appear to correspond to any actual tflint violations.

Reported Behavior:

1. Upgraded Trunk CLI from 1.22.3 to 1.22.9
2. Ran trunk check
3. Observed the following notice in the output:

stacks/bigquery-capacity-reservations discarded as missing during check [tflint]

4. This causes trunk ci check to fail and also triggers Git hooks to ask for confirmation before pushing changes.
