Remove "legacy" themes and split into themes/ (256) and themes-16/

256 themes support setting the extended 256 ANSI colors 16-21 so they don't need "legacy" themes. Themes that don't support this are put into themes-16/ to indicate they don't support the extended tinted-terminal ANSI color mapping. This will only affect the users if they are using ANSI passthrough terminal app themes that rely on tinted-themings ANSI 16-21 colors. If they find themselves in this scenario, they can use tinted-shell to shim these missing colors.
