Go 3rd-party library fingerprint mismatch #3332

Please take a look at https://github.com/linuxerwang/plz-config.

It gets error at building:

$ plz build cmd:cmd 
Build stopped after 180ms. 1 target failed:
    //cmd:cmd
Error building target //cmd:cmd: exit status 1
/data/client/plz-config/plz-out/bin/third_party/go/toolchain/pkg/tool/linux_amd64/link:
fingerprint mismatch: google.golang.org/protobuf/encoding/prototext has fdf08075193ff077, import from main expecting badbf55af55b1b95

I don't know why it happens and how to fix it.
