[ 2375057 ] New separated workflow to verify the generating release info html files #417

There should be a separated workflow (job) to generate the release info htmls file.
It would help to preview the release info files quickly instead of triggering the whole build pipeline.

The same job|pipeline is also required for internal build infrastructure.

The release_main_info_* should also be slit into BIOS and OSS versions as Thomas's request.
