Support Heretic + Baron jinx

The Heretix/Baron jinx is "The Baron might only add 1 Outsider, not 2." This affect setup (specifically, it modifies the Baron's setup effect if the Heretic is on the script) and should be supported.

I believe this is the first time a setup ability is affected by the script itself which will require changing some function signatures.
