Currently there isn't a futurenet config file in stellar/go/ingest/ledgerbacked/configs. We should add one

This could probably be the same as https://github.com/stellar/quickstart/blob/master/futurenet/core/etc/stellar-core.cfg with edits to the passphrase and other config flags
