[EPIC] - Token Transfer Processor

This epic relates to building out a token transfer processor library/package to be used by downstream applications/clients (wallet team being the first consumers) to derive asset movement events in a ledger.

Some of the usecases are:

• A wallet backend, like Freighter, might want to show account history - what caused balance to go up/down for accounts.
• A 3PP might want to build an audit trail by consuming ledgers from genesis to derive insights wrto money movement on the Stellar blockchain
