Add hybrid_full_frame keyword for JSOCINT-192

Issue JP-3736 was created on JIRA by Katie Kaleida:

For JSOCINT-192 "Add HFF/IRS2TA Option for NIRSpec MSATA Target Acquisitions", DMS needs to add a header keyword to indicate if the new hybrid readout mode was used for a NIRSpec MSA target acquisition.  Recommend calling the header keyword something like "hybrid_full_frame", and the possible values of the header keyword will be Y/N (see PPSDB-92145).  Further details can be found in the following tickets:
