I have
Ubuntu 22.04.2 LTS (GNU/Linux 5.15.90.1-microsoft-standard-WSL2 x86_64)
And I get

The repository 'https://ppa.launchpadcontent.net/sen-tieshar/seec/ubuntu jammy Release' does not have a Release file.
N: Updating from such a repository can't be done securely, and is therefore disabled by default.

Can I still install on my system somehow?
