Allow user to customize plugin update checking frequency.

Feature description

Allow the user to customize how often QGIS will check for plugins, as is described in the documentation. Right now it only allows for checking every 3 days on startup. I would like to have my organization check every startup. Maybe this could be setup per repository, as I have a custom repo and it's the only one I need checked frequently.

Additional context

It seems this used to be a thing, but was removed. If this request is to be denied, then I instead request that the documentation that describes this feature be updated.

It's not exposed anywhere, but you could patch your install to change this line to 1: https://github.com/qgis/QGIS/blob/master/python/pyplugin_installer/installer_data.py#L208
