OS raises OSError: [Errno 2] No such file or directory

Shall raise OSError (errno 2) both under Linux and MacOS, but raises OSError (Errno 17) under Linux and does not raise under MacOS in fake filesystem.
Behaves correctly under Windows (OSError, errno 22).
