Needed python version bump to 3.13

Package need wheels bumped to python 3.12, 3.13

But also require https://github.com/o-murphy/libusb-package cause some action versions out of date

GH workflows uses msvc 2022 or 2019 if we are not specifying it explicitly, so we also should specify msvc version to 2019 explicitly cause libusb sources uses it, or retarged to 2022
