Using -O with the "javascript format" works correctly.
EDIT: It seems to be an issue with the quotes. pug -O "{'foo': 'bar'}" index.pug This works correctly.

On Windows, using this command
pug -O '{"foo": "bar"}' index.pug
with this file
throws the following error:
