Create a new cell in MicroStation 2024 using Python

Is there an example showing how to create a new cell using python? The only example that I find shows how to insert an existing cell.

If you install the latest version 24.00.02.62 of MicroStation 2024, you can find the PlaceCellFromLibrary.py in the following folder.

C:\ProgramData\Bentley\PowerPlatformPython\Examples\Microstation\DgnElements\PlaceCellFromLibrary.py
