This requires parsing the output of the command (such as cpanm, cpm) to see
where the log is stored.

If during build phase, do verbose build.

If during test phase, do verbose test (add Carp::Always or Carp::Source::Always to HARNESS_PERL_SWITCHES).

cpm: --show-build-log-on-failure
