[feature request] Prometheus-based solution for device management #1800

What would you like to be added:
Provide a Prometheus-based solution for EdgeX and leaf device management which may contain:

exporters to expose built-in metrics of each component and customized metrics
support EdgeX Metrics API since 2.2
a grafana dashboard
notification and alert support

Why is this needed:
Enhanced functionality for the openyurt iot part.
