HIRS development changes

The HIRS team will begin a development migration away from CentOS toward one that will able to support a wider variety of development environments:

• The Base OS used for development of the ACA will be migrated to Rocky Linux with updates to current dependencies (Java, Tomcat, Mariadb, etc.) and development tools (Gradle).
• An ACA Docker image for rapid prototype support will be made available for official releases. A new workflow has been created for the deployment of a Docker image for rapid prototyping. The ACA image will be made available in the package link on the main HIRS page on GitHub.
• The Base OS used for development of the TPM2 provisioner will be migrated to Windows 10/11 with .NET support and the Windows TPM stack. This will support packaging for windows (msi) as well as a major Linux packaging (RPM, Deb, etc) for most Linux Distros.
  • Linux Distro support for the TPM2 Provisioner is planned to include Rocky, RHEL, and Ubuntu.

Some currently functionality and OS Support will be dropped:

• Support for TPM v1.2 will be dropped as few devices are being shipped with TPM v1.2. Support for TPM 2.0 will not be effected by this change.
• Support for CentOS 6 will be dropped as it has already reached its end of life. Support for CentOS 7 will be evaluated as the development continues but will not exceed it's scheduled end of life in 2024.
