What is the problem this feature will solve?

Currently, all pages except the API documentation offer language settings. I believe that the official documentation should naturally serve as the best starting point for learning Node.js. If language barriers make this initial step difficult, I suggest allowing Node.js developers in each locale to localize the official documentation.

What is the feature you are proposing to solve the problem?

It would be great if you could allow contributions to language translations.

What alternatives have you considered?

IIRC it was discussed that the API documentation is too fast changing to support multiple locales

Ah, that makes sense.
So, with some developers I know, we want to translate node.js, starting with the API documentation for the current, most recent LTS of node.js. Would it be okay to publish a site with that API documentation translated?

I'm not sure. I would assume that's fine, given that Node.js is an open source software, but check the LICENSE file for the most accurate information.
