Hello,
In the original FSIM paper it specifies that the default number of orientations is 4 (J=4, in section Determination of Parameters). In your function fsim, you use phasepack.phasecong (Link) which has the parameter norient set to 6 by default.
So, in my opinion, in order to use the default values of the original FSIM paper, this parameter should be changed in your fsim function.
Am I wrong?

Thank you.
