Update Python Vulnerabilities

There are a handful of python package vulnerabilities that are being picked up by the anchore scans. Namely two high-severity level vulnerabilities from the cryptography package.
Updating the python version called in app/Dockerfile from its current pinned version may be a way to fix this. alpine update,
aws-cli is reenabled
