No, wsl-terminal only supports Windows Subsystem for Linux (WSL). But if you only want to run a command with cmd.exe or powershell.exe in WSL, cbwin may help you.
No, wsl-terminal does not pass $LANG to WSL, because mintty(or Cygwin) convert zh_CN/ja_JP/.../.UTF-8 to zh_CN/ja_JP/.../.UTF-8@cjknarrow. You can export LANG in .bashrc/.zshrc.
