Investigate Why Splunk Tests are Causing Dependabot Updates to Fail #2660

Previously the actions ran fine within both the Splunk PR and the application release, however, they seem to have caused the Dependabot PRs to break.

Re-running the test action seems to make them pass. However, its worth knowing what caused this and if it will happen again.
