Should MSTest.TestFramework.targets be in buildTransitive rather than build? #4736

Currently, MSTest.TestFramework.targets is in build. If a WinUI app relies on a package that brings TestFramework transitively, then I don't see anyway the right extensions dll will be included in the WinUI app, and the WinUI app project will have to declare the package explicitly.

We need to first double check whether MSTest.TestFramework.targets is imported even in transitive scenarios (e.g, MSTest metapackage).

At least for TestAdapter, the targets is imported (not matching my expectation).
