It seems Testing Platform now has sources other than just command line flags. Is this true?

Yes and no ;)

You cannot replace platform command line arguments by this file but some options can be configured, see https://learn.microsoft.com/dotnet/core/testing/unit-testing-platform-config. In v1.5, we have also added the ability to specify the path to a config file using --config-file (see https://learn.microsoft.com/dotnet/core/testing/unit-testing-platform-intro?tabs=dotnetcli#options).

At the same time, it's perfectly valid for you to extend this file with a section for TUnit as we did for MSTest (documentation and PR).

Alternatively, the platform also now supports response file with the syntax @"XXX.rsp" (see https://learn.microsoft.com/dotnet/core/testing/unit-testing-platform-intro?tabs=dotnetcli#options).
