[devtools] spike: which message actions we want to support

in the Message Actions Toolbar in Teams, there are the following functionalities under the more menu. Which do we want to (eventually) support?

Personal or Group scope

• Reply with quote (only if group scope has threads OR it is user's message; otherwise will be in actual toolbar)
• Forward
• Delete (only if user's message) will support
• Copy link
• Pin/unpin
• Mark as unread
• Share to Outlook
• Translation > Translate, Settings, Give feedback
• Report this message (only if received message)

Channel scope

(much of the above items)

• Turn on notifications / Unfollow
• Open conversation in new window
• Highlights from this conversation
