Build HAPROXY package with prometheus exporter

Is your feature request related to a problem? Please describe.
HAPROXY can be built with the Prometheus exporter to be used within containerized environment. Current linux package isn't built with Prometheus exporter and hence it limits the monitoring of HAPROXY in containerized environments.

Build HAPROXY with USE_PROMEX=1 make option
