Describe the bug
I want to connect HoloLens2 and Android pad by WiFiDirect, Android Pad create a group, and HoloLens2 discovery and connect to the
Pad, but sometime succeed, sometime HoloLens2 can't discovery the pad , only restart the hololens2 device ,can discovery again.

To Reproduce
Steps to reproduce the behavior:

1. repeat to connect. discovery
2. after sveral times. will not disovery the pad

Expected behavior
still discovery the pad
