Steps to reproduce

After installed PowerToys and restart the computer, Windows11 cannot get into desktop (black screen), here is more description:

  1. the black screen occurs after system boot loading (it should be login/lock screen interface)
  2. I can hear the welcome sound as usual
  3. it keeps black screen and cannot do anything
  4. I can get into desktop normally in safe mode
  5. it will be ok after System Restore (and only PowerToys in System Restore diff)
  6. after System Restore, I try to reproduce this issue. I installed PowerToys again and restart my computer, the issue reproduce
  7. uninstall PowerToys in safe mode and restart cannot resolve, only System Restore work
