Steps to reproduce

PowerToys simply won't run. Installed via .exe. Tried both version .88 and version .89 machine wide installer. Uninstalled, ran the cleanup scripts, and reinstalled, still no luck. Verified latest edge webview installed. Running PowerToys.exe only briefly opens, then immediately closes. Attached logs.

PowerToys to launch and look like this:

Only a brief blip of a screen and then it immediately closes.

I tried a fresh install of both v0.89.0 and v0.88.0, but the same issue persists.

The last known working version for me is v0.87.1.
