Can't remap CoPilot key to Ctrl(right) #36355

Steps to reproduce
I have an HP Elitebook 840 G11. It has a CoPilot key that I am trying to remap to Right-Ctrl. I have selected "Shortcuts" instead of "Keys" as it sends Win(left) + Shift(left) + F23. I have selected "To" as Ctrl(right) but it doesn't work.
✔️ Expected Behavior
The CoPilot key is remapped to Ctrl(right) and I'm able to use it with keyboard shortcuts like Ctrl+arrow, Ctrl+P, Ctrl+O
❌ Actual Behavior
Pushing the remapped CoPilot key does nothing. If I push the key + O, all I get is "O", not a window to open a document.
