Steps to reproduce

I am running Windows 10 Pro. The two PowerToys functions AlwaysOnTop and FancyZones that I have turned on still work, but I can't get any PowerToys windows to display.

The PowerToys app is displayed in the Windows system tray. When I click, it shows a spinning arrow but no window appears. When I right click and then click Settings it shows a spinning arrow but no window appears.

I restarted the PC, but the behavior is the same .
