Description of the new feature / enhancement

This is mostly about powertoys run, but it would be nice to be able to do powertoys.exe --run 'name-of-toy' and have that power toy run. It looks like this is already done for opening the settings dialog directly, so implementation shouldn't be too complex (if i can figure out how i'll open a PR)

Scenario when this would be used?

Usually for making a shortcut or in automation in general

This has some quirks due to some things will enable / disable reg like anything interacting with file explorer

I know that we have a discussion about protocol handlers for open PowerToys and PowerToys settings which is related to this. But I don't know the issue.

How do you mean? Right now i think this would only really apply to Powertorys Run, color picker, power rename (maybe), and shorcut guide (probably not).
