The rule that paths or webhooks is required is not consistent with the specification #1855

I'm not sure where this rule came from. An OpenAPI document can exist without either field.

I think I misinterpreted this section to mean that the document should at least have a paths or webhooks field now that paths is no longer a required field in 3.1:
