User & Permissions overview page revamp

Is really a user guide on how to setup a custom set of permissions for users and teams. But it doesn't give you an overview of how users and permissions actually work. That is better done in the permissions section below.

I would suggest moving the current "overview" guide into a section on custom permissions. And have the overview page act as a directory for the various permission options. It would also be valuable to answer or link out to some basic information there, such as:

• What are the CRDs or Resources that we provide in order to manage permissions
• At what levels can permissions be implemented ? At minimum here I see: project, vcluster, cluster, space
• How do project permissions and vcluster permissions interact or overlap ?
