In the budget tab, the plus sign next to envelope create a new group, not a new category or "envelope"

Desired Behavior

At the top of the budget it says envelopes. It should really say groups. Hitting plus then adds a group.

Current Behavior

It is not clear right now what happens when you hit the + next to envelope.
