In addition to local database, for remote sync, instead of depending to a 3rd party server or to a webdav server, you can self-host their native sync server, called Joplin Server.
When I checked my instance, and this repository, I could not find a instance preconfigures.
This should be quite way forward for the time being, since I believe personally the app does not need to interact with the api (e.g for total number of notes etc.). So I believe an app URL would suffice.
