Per–tag ordering

Currently, application ordering is global. That is, rearranging applications changes their order everywhere (i.e., regardless what tag is being displayed.)

Given the flexibility tags provide, it would be extremely useful if ordering was per–tag instead of per–app. For example, if I had an application with two tags, it could appear first for one tag and last for the other tag.

Technically speaking, this would mean moving the the order column from items table to item_tag table.
