Make a min-width parameter user accessible

This would also for the user to change the minimum width consideration that is currently just a length in oasis-align. This could improve the efficiency of the functions that the function does not spend unnecessary time looking for a solution in places that will make the content look bad (i.e. a tiny column of text).
