Workaround:

yum downgrade packetfence-perl

I removed the RPM package from https://www.packetfence.org/downloads/PacketFence/RHEL8/14.1/x86_64/RPMS/packetfence-perl-1.2.5-1.el8.x86_64.rpm until we have the right version.

NOTE: It is only true for 14.1, this package is not on 14.0
