Describe the bug
When PacketFence is running in maintenance mode (e.g. database is running in RO mode)
The previously configured captive portal does not show up as expected.

To Reproduce

  1. set up a PacketFence cluster
  2. properly configure a Meraki Cloud Controller V2 using captive portal
  3. set PacketFence mariadb to Read Only Mode
  4. connect to open SSID
  5. captive portal does not pop up and iPhone keeps connecting to the selected SSID.

Expected behavior
a captive portal pops up showing PacketFence is downgraded in maintenance mode.

Smartphone (please complete the following information):
iOS 18.2
iPad OS 18.2

Additional context

  1. If PacketFence is not running in maintenance mode, captive portal pops up as expected.
  2. captive portal is manually accessible using the URL configured for Meraki Cloud Controller V2
  3. Maybe a mis-configured Meraki CC V2.
