Describe the bug
When PacketFence is running in maintenance mode (e.g. database is running in RO mode)
The previously configured captive portal does not show up as expected.
To Reproduce
set up a PacketFence cluster
properly configure a Meraki Cloud Controller V2 using captive portal
set PacketFence mariadb to Read Only Mode
connect to open SSID
captive portal does not pop up and iPhone keeps connecting to the selected SSID.

a captive portal pops up showing PacketFence is downgraded in maintenance mode.

Additional context
If PacketFence is not running in maintenance mode, captive portal pops up as expected.
captive portal is manually accessible using the URL configured for Meraki Cloud Controller V2
Maybe a mis-configured Meraki CC V2.
