[CI] Email check is not functioning correctly #17675

As can be seen here #17608 (comment) it appears the CI job to check for the correct email to be associated with merge commits is failing as it was showing me this particular PR would be merged with the Github username email, instead of the user's own email.

I'm not sure who maintains or owns this file but it looks relevant to the @intel/dpcpp-devops-reviewers team.
