Android: "Not Responding" warning

I have searched the existing issues, both open and closed, to make sure this is not a duplicate report.

The bug

This issue seems to be similar to, but not exactly like #16416 in that both result in it appearing that the app is not responding. However there are no actual errors in the logs, just the android popup saying that Immich has stopped responding and giving you the option to "Close App" or "Wait".

From what I can tell, this seems to happen when it is doing a background sync with a large amount of data (such as videos or lots of photos). The wifi network is plenty fast (usually uploading at 100Mbps+ sustained).

Reproduction steps

1. Record videos that will be large enough that they take several minutes or longer to upload. But do so when off of wifi (and syncing is set to wifi only)
2. Get on wifi and start using the device (say watching youtube or something) while the background service starts syncing video
3. Wait and randomly, eventually, the popup that Immich has stopped responding will appear.
