Continue the work started in #225 to make MetaFilter a viable replacement for the run and results pages.

Some design discussions need to happen to turn this concept into a viable implementation. The items that need to be addressed:

  1. Checkbox to control inversion of the filter operator, forcing not equals or not in
  2. Integration with FilterTable, for filter state mgmt and event handling
  3. Integration of skips/xfail handling, used on classify-failures page
