Mission Control Configuration from terminal does not work

Describe the bug
in the readme, it says you can disable the mission control setting "auto rearrangement" feature, however it no longer works in my testing:

defaults write com.apple.dock workspaces-auto-swoosh -bool NO
killall Dock

this does not change the setting in system preferences. The command is valid and accepted, but what it's actually changing is not clear to me since when i go back to system preferences the toggle button still shows on
