A couple of things that I would try in this scenario.

  1. If you'd like to totally disable/forget Wi-Fi, I usually just factory reset the Create 3. You can do this at the very bottom of the page you shared the screenshot for. Sometimes if I've been messing around with the Wi-Fi and can't get it working without Wi-Fi, this helps.
  2. If you haven't already, I would setup your Pi to serve time to your Create 3. This will make sure your time is synced, which will likely fall out of sync if the Create 3 isn't connected to the internet.
