[Bug]: weighted upvote suggested during onboarding for communities built on chains other than base

Description

When creating a new community on a chain other than base. Communities are prompted to create a weighted topic before they can run contests. This may lead to some communities being confused as weighted topics don't work on their chain.

spin up a community on any chain besides base and look for the prompt to contests

Expected Behavior

if we advertise or give a walkthrough to a new feature we should ensure that they are eligible to use that new feature
