Weighted voting using EVM tokens. for community members

Description

• Members who hold the EVM token (In this case Eth) should be able to vote on the threads in the topic that is EVM token weighted
• On clicking upvote, the member should see a modal where they can enter the number of votes that they are going to cast for that thread
• The modal will also show the price per vote and number of votes that the member has left
• Once the member has reached the max number of upvotes for the topic, the upvote button is disabled and the member sees an error message "no more upvotes left"
