Vejo dois caminhos possíveis:

Usar algo similar às menções a vegetais e pessoas, mas com uma abertura específica, tipo [
Ou deixar a pessoa colar um link de uma nota, e automaticamente mudar o node de Tiptap de um texto comum pra uma note_link, que tem alguma renderização especial
- Talvez buscar o ID da nota pra garantir que ela existe e dar algum grau de integridade da referência
